Vendor Permission Enhancements

Vendors have limited access to Dialics' tools, making it hard to manage and optimize Traffic effectively. To fix this, a new permission called ‘Manage Traffic’ will be added to the Vendor's PERMISSIONS section, allowing them to better control and optimize Traffic.
